Raytheon IIS is seeking a senior level Material Program Manager (MPM) who will be responsible for leading the Supply Chain activities for the Joint Polar Satellite Systems – Common Ground System (JPSS CGS) program within the Navigation, Weather & Services (NWS) mission area. The MPM will serve as the liaison between Supply Chain and the JPSS program IPTs. The MPM will create, manage, execute material program strategy (MPS) and the material program plan (MPP) to ensure program competiveness and performance from the front end of the business through contract closure. Key responsibilities include: supplier management, material forecasting, cost/schedule/quality management, metrics, and supplier assessments, sourcing strategies, international issues, negotiation of software licenses, communication of customer flow through requirements, proposal activities and assisting with contract close out activities. The MPM will provide inputs as needed to the program EAC reviews including supply chain risk and opportunities. The MPM will use critical thinking skills to propose sound and innovative business solutions to increase operational efficiencies to insure business area and program success. Must be a self-starter and someone that is flexible and is able to work independently at a high level of quality, quantity and collaboration. Job responsibilities include: Developing, executing and maintaining program Material Program Plans (MPP). Accountability for the Supply Chain Management (SCM) process on the program. Tailor processes as required to meet program objectives and maintaining procedural compliance. Ensuring Customer Prime Contract flow-through requirements are properly applied to program procurement and subcontract transactions. Overseeing daily supply chain activities associated with each of the program IPTs, including financial reporting and analysis. Coordinating across Engineering, Operations, Quality, Finance, and others functions to develop solutions for project challenges. Ensures that Risk and Opportunity management plans are developed and executed. Participates in program activities throughout the entire program lifecycle, from pre-proposal through contract closure. Supports Program-level Gate Reviews and Estimates at Completion (EAC). Supplier Schedule/MRP and Critical Path Analysis - identifies tasks critical to SCM and updates the Integrated Master Schedule (IMS). Manages SCM and other IMS tasks to ensure completion to plan. Attends and represents SCM on program Change Control Board (CCB). Collaborates with Operations and Supply Chain functions to validate supplier requirements, ability to produce to specification and cost/schedule impact. Reviews the standard SCM Metrics with the PMO and Program IPT's, as applicable. Requirements: 8+ years of Supply Chain, Operations, Finance, Program or Project Management experience preferably in a Government contractor environment similar to Raytheon. Proven leadership experience with excellent communication and presentation skills Exceptional judgment and decision-making skills Demonstrated planning skills for both short-term requirements and long-term opportunities Working knowledge of supply chain processes and related systems such as procurement, receiving, cost estimating, and finance Proven ability to coordinate strategies and manage tactical execution Experience with proposal preparation or management Qualified Six Sigma Specialist or equivalent Experience with proposal preparation or management Proficiency in the Microsoft Office Suite, Excel, Word, PowerPoint Desired Skills: Material Program Management (MPM) Certification Level 3 or equivalent Demonstrated knowledge of the Enterprise Subcontract Process Excellence (ESPX) process or equivalent Demonstrated ability to interact with senior levels of leadership effectively – both internal and external Earned Value Management Certification Experience with budget management Experience with MRP systems and / or tools Experience working with Risk and Opportunity Management or sales Advanced degree (e.g., Master’s Degree in Business Administration, Manufacturing Operations, or Supply Chain Management) Required Education (including Major): Bachelor's Degree in Business Administration, Operations, Supply Chain Management or Finance. 113883BR 113883
