Office of the Secretary of the Interior Systems Accountant in Lakewood, Colorado
This position is part of the IBC HRD Payroll Operations Division, Office of the Secretary of Interior. This is an exciting hybrid position that performs work in the areas of software development as well as accounting and audit support. As part of a five person team, you will help design and maintain software applications used within the Payroll Operations Division's (POD) Front End. These applications are used by branches within the division to support the processing of payroll, benefits, and debts. A few of the key applications in this suite are the Information Resource Module (IRM), Payroll Accounting Module (PAM), Payroll Benefits Module (PBM), Payroll Debt Module (PDM), Payroll Management Application (PMA), and the W2C Application (W2A). Our team works closely with the programmers in the Payroll Systems Management Branch (PSMB) to develop these applications. We design and create the specifications that are used by PSMB to develop the software. These specifications include the design of the database structure, interface files and loads, as well as screens and reports. We consult with POD management, subject matter experts, and staff employees to develop software that will help accomplish the goals of the division.
Our team is also responsible for testing the applications throughout the software development life cycle. It is exciting to develop and enhance products that are used by people you see every day on the IBC campus! The team is also responsible for supporting the division in the fulfillment of all audit-related requests and departmental audit initiatives. This entails providing requested documentation to auditors, explaining differences in calculations between auditors and the payroll system, and assisting in the establishment and maintenance of input, output, and processing controls throughout the division. GS-510 Basic Requirement:Applicants must meet the basic requirement in addition to other qualifications. To meet the basic requirement, you must possess one of the following: A. I have a BA/BS degree in accounting. B. I have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination E. I have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND completion of the requirements for a degree that included substantial course work in accounting or auditing but does not total 24 semester hours, AND I have successfully worked at the full-performance level in accounting, auditing or related fields. (Note: If you select this option, a panel of at least two higher level professional accountants or auditors will evaluate your application to determine whether you have demonstrated a good knowledge of accounting and related and underlying fields that equals in breadth, depth, currency and level of advancement that which is normally associated with successful completion of the 4-year course of study that includes completion of 24 semester hours of accounting [6 semester hours of which may include business law]. Specialized Experience GS-7: You must possess one of the following A. One year of graduate-level education or superior academic achievement. This graduate education MUST have provided the knowledge, skills, and abilities necessary to do the work of the position. Specialized experience for this position includes but is not limited to executing basic software tests under the guidance of a supervisor or more experienced team member; assisting in audit support by providing documentation or responding to various inquiries; and assisting in identifying and resolving software problems. C. Combination of experience and education as defined above which equals 100%. For example, 6 months of experience and 6 months of qualifying graduate education. GS-9:You must possess one of the following: A. 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. This graduate education MUST have provided the knowledge, skills, and abilities necessary to do the work of the position. (Note: Applicants who select this response must provide transcripts as verification of their education). B. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to assisting in developing business requirement documentation or software specifications; assisting in identifying appropriate test conditions in order to create test plans; conducting studies of the existing internal control system to determine if the audit controls are adequate; and knowledge of accounting concepts, principles, practices, and laws as they are applicable to designing and testing a financial or payroll system. C. Combination of experience and education as defined above which equals 100%. For example, I have 6 months of experience and 1.5 years of qualifying graduate education.
